I feel the need to share exactly why I hated writing this posting so much. It was all the preparation work, you see.
First I had to figure out just how many people in a population of 7 billion would have the same ultra rare power, if there are 200 different powers. Excel is my friend, btw. It took a lot of fiddling to make the proportions what I wanted them to be. I also went through all the profiles to find out how many Dath/Sems and (Dath/Sem)/Human hybrid we had that had powers, which powers they had and what rarity all the power were.
There's 68 powers on the powers list, btw, and five more I found in my searching that either need to be merged with exsiting powers or added in their own right. I did skip over a few profiles, mostly alien/mutant ones where I couldn't tell which was the mutant power and which was the alien one, haha.
So, 68 powers, across 202 profiles, and when I compared what we had against what I had worked out, I realised we're rarity heavy like the Elder said. But then, how many aliens are there exactly anyway?

Well, I said that 8000 survived the crash right? Of course there would have been families involve here, and some of the parents may ot have done any more breeding, but then Daths are known for the fertility, and some of them would have paired up with humans. Also, as it's been 70 years since the crash, any children born in the first 30 years would have their own kids by now, and could even be grandparents.
Additionally, although there would have been many losses at the hands of natural accidents and alien hunters, death of old age probably has only become an issue in the last, ten or twenty years - have no idea what the maximum age of a colonist would be, but don't think that there would have been too many of them approaching retirement age at the time of the crash. They were on their way to start a new colony, after all!
Okay, so lets say that of the 8000, 2000 of them breed with humans, so that give us 10000 people. If we say that they have 2.5 children each that gives us 35000 aliens and alien hybrid in this solar system. That allows for deaths, and second and third generations. If we say 30,000 - 40,000 we have this nice broad number.
Of course, if you want to get pedantic, you take that 10000, that gives us 5000 breeding pairs who have 2.5 children each over the first thirty years, which gives us 12500. If 2000 of those pairs are half human, then that give us 5000 hybrids, so we subtract 2500 as being unpowered hybried. That gives us 18000 powered aliens total. Aussume that 2500 humans breed with this new generation, giving us 12500 with 2.5 children apiece, that's 31250, but 2500 of those pairs are with humans so that give us 3125 unpowers hybrids, so this gen is 28125, plus the other 18000, that gives us 46125 powered aliens. Oh except that 2500 of those breeding pairs are also half human. How many bred with aliens and how many with humans? How many of their children have powers? And then there is the matter of decade 7, which will have at least started on the third generation to be born in the solar system. None of those totals take death rate into account, and in practice we've been known to give hyrbid powers more often than not. So if anything, 30-40,000 is conservative. So lets just call it 40,000 and be done with it.
Now if we want to make this REALLY messy, the YIRAAS, while being the biggest alien org, is not the only one. Therefore, while the would have contact with the Saturn Community, and possibly a few other whether by diplomacy or spies, would have absolutely no idea whatsoever the population of these other communities.
You can see my anguish here right? And I hadn't even started writing the wretched thing yet.
In fact the easy part was figuring out how they hid the ship for so long. I mean, lets face it, that many people could not simply scatter the moment the ship crash landed, so they had to do SOMETHING to avoid being caught by the miltary.
This post ended up being longer than I anticipated.
